Similar in feeling to Universal Basic Income or Citizen's Dividend
Ideally algorithmically assessed based on proximity to lots/opportunities being excluded from (i.e. someone in NYC isn't regularly being inconvenienced by the need to avoid roaming around on a lot in San Francisco, so distributions from the returns/tax collected from locations 3000 miles apart will be less than locations closer to each other ... doesn't have to be exponentially based on a simple radius, can be more complex based on accessibility via infrastructure, shared resources between lots, and/or jurisdiction of various government policies/programs)
